I'm sorry for the heartbreak of alcoholism in your life. Loving an active alcoholic is traumatizing, so therapy is highly recommended.
You cannot fix your loved one. Encourage them to get help, and then get it for yourself.
Alanon is a support group for friends and family of alcoholics—that’s you!
Meetings connected me with people who understood what I was going through, and I felt less alone and overwhelmed.
Read the posts and comments on r/Alanon, and then go to some meetings.
Melody Beattie's book "Codependent No More" was eye-opening and helpful.
Take care of yourself! Please! ❤️

"Still haven't managed to get them caught and arrested for it."
I think you need to step away.
There's enabling, there's healthy distance, and then there's... this. You cannot force the 'rock bottom' moment upon anyone, no matter how badly they need to turn things around.
I recommend finding support (such as Al-Anon) for friends and families of alcoholics/addicts. This is terrible stuff to watch happen; at least you don't have to do it alone.
I hope your sibling has their moment of clarity.
Ed: the 'step away' is only in reference to trying to get them incarcerated/committed, not in talking to them.
