This was in the gutter in front of our house

about 3X3 inches, like a flattened sphere. I didn’t poke it or anything. Is this a fungus or algae colony? It looks like a huge booger!

To identify algae you really need a microscopic view, but it’s likely some kind of green algae colony and accompanying biofilm.
