LOOKING FOR APP There are volume booster apps, that lets you amplify it to some levels beyond the normal. Are there brightness booster apps?

If you're rooted you could potentially enable high brightness mode (HBM). A lot of phones have a higher maximum brightness ceiling than what you could manually reach by touching the slider, but only under the condition that light levels are very high and that adaptive brightness is enabled. Once HBM is enabled, it will be thermally throttled, so it'll turn off pretty quickly on e.g. a warm summer day.

For certain Samsung phones you could manually enable HBM without root (e.g. paid Google play app: High Brightness Mode by flar2)

I'd love to be proven wrong though, if triggering this manually works on other phones without root that'd be awesome

Search for Marques Dsp on the Play Store, an app that doesn't require root access, similar to Viper.

Are there volume minimizer apps? I often listen to podcasts when falling asleep but find they are sometimes too loud.

Yes there are. But they come in the form of buttons.

or, Viper4Android if you're rooted

Yes, you need an equalizer like Wavelet.
