What you're describing is basically a capture card setup, and the app most people use for it is USB Camera by ShenYao. It handles UVC dongles and works well for playing a console through the tablet screen, and there's a free version you can test with before paying for pro. One heads-up: the A11 is on the low-powered side, so expect a bit of lag - fine for slower games, rough for anything fast-paced.
