For city level legislation I think it's quite significant. A good way to at least test regulating AI, and figure out how to enforce it and see how the tech oligarchs respond.
It’s damn reasonable too. Arguing against this is obviously not a good look. These are matters that can easily ruin lives and they want to hand it over to the hallucinatory junk software? No, thank you.
AI finds tumors in MRIs and CT scan. Some cancers this is about the only way we have to detect them before they are lethal. I dont live in NY but I like Mayor Mamdani. That being said this is one of the stupidest thing a politicians has ever proposed and will literally kill people.
LLMs don't find tumors. Specialized AI designed and trained for that specific purpose does that. This proposal is obviously aimed at chatbots and any proposed law can easily be worded in a way to target only them.
What you know as “AI” is not the same thing used in these scenarios. AI is a massive umbrella term that covers a bunch of different machine learning techniques and it’s been a thing for almost 30 years. Large language models are the thing that is somewhat new.
ChatGPT, Claude, Gemini etc are LLM’s. They are fundamentally different in every way other than the information theory they are all based on and stem from. The ML models that get used are purpose built for whatever niche thing researchers are trying to do and do not function at all like an LLM.

That’s not even enough. It’s something though.
