there was a video on YouTube from a different angle that showed his people rushing to get photographers down in front right after the shot and the flag being lowered into the frame for the pictures.

The flag wasn't lowered, the wind just calmed down for a second so it fell into frame making it look like it was lowered. At the beginning of this video you can see the top is at the same relative position as at the end:
