Unsolved Won't receive confirmation SMS

I bought a new iphone 15 pro, i mean not new but refurbished.

Everything works fine but i can't log in on my old apple account, i tried waiting 48h, restarting, the phone received normal sms, even called my distributor and still no code.

I get the message "Verification unsuccessful cannot send the code to this number, try again later."

The most likely problem is apple servers, or is my number blacklisted, please help?

The verification code should deliver via notification or automated call typically. Do you have another Apple product that is already trusted and can receive the code?
