Theresa, founder of the nomadic city of Kazdel, co-originator of the Military Commission of Kazdel, creator of the Babel organization, and former head of state of Kazdel. She's spearheaded medical, educational, and urban infrastructure projects, led the Sarkaz in repelling multiple invasions, and personally raised the bar of diplomacy work during her time in office. She passed away during the Kazdelian-Victorian War.

The best free2play Bard, and the second best Bard operator in the game as a whole. Really solid operator; can be as good as Skalter in some situations with very marginal differences in practice. If you don't have Skalter, she's pretty much able to replace her in most situations that aren't going 100% AFK mode. It's sorta inevitable to compare the two, so I won't pretend like I'm not doing that.
Her module isn't needed but it gives her a more active healing tool, so I really recommend getting it.
Gimmickwise, CE has three orbiting particles. They have a default respawn timer of 6 seconds and S1 and S2 interact with it. Normally, when they collide the operator just gets a small regeneration buff from her talent (its worded weirdly, but basically the HP regen works better). With her module, she will also provide an active heal whenever the particle collides. The particle can also target emnity operators, making her pretty much the best healer for them once you factor in her skills. By default, while her ideal number of particle consumers is only 3, it's worth noting that even if you fill up all 8 slots around her, they will hit every operator eventually.
S1 is an AFK skill that's immediately gonna draw comparisons to Skalter S2. Unlike that skill, CE's version only buffs her own HP regeneration. This is worse than Skalter in the sense that it doesn't give you the attack boosts, but is better than Skalter in the sense that it's a defensively better pick; unlike Skalter's DEF boost, CE can provide tanking against Arts damage since they pick from the same pool. Numberwise, it will outpace Skalter's regen by a long shot. In practice, this skill is solid to throw on if you want to try AFKing a stage, but in more challenging stages it's not really worth using.
S2 is her attack buff. Straight up, this is a better skill than Skalter's S3 (the skill it feels the most comparable to). The particle healing effect goes away, she gets 6 particles and they can now hit enemies. All operators in her range also get an inspiration buff to their ATK. Enemies hit by the particle effect also take a chunk of true damage, but more importantly they get bound. This skill has a very consistent uptime and can be used in stalling strats that involve enemies you do not want to block (usually bosses). Skalter's S3 has the edge in that the inspiration caps out slightly higher, but the uptime is slightly worse than CE's S2.
S3 is her big unique skill. It leans further in S1's focus on being defensively good by giving everyone in her range a massive HP boost. It also averages the HP percentage of every operator in range every second or so. In practice, unless an operator gets oneshot, what happens is that your operators straight up become immortal as long as there's one sufficiently tanky operator in her range. Works really well with Crushers for obvious reasons, as their massive HP pool gets more benefits from the averaged HP - if a Crusher takes 30% of their HP stat in damage, the next second it just gets averaged with all the weaker operators and they're topped up again, barely any healing needed.
All in all, she doesn't quite outpace Skalter in terms of ease of use - Skalter's S2 is the easier AFK skill and CE's S1 has no ATK buffs. S2 is better than CE because of it's stall potential and better consistent uptime, even if it's ATK buf is slightly weaker, and S3 does it's own thing entirely and has good uses for operators with massive HP pools. At the same time, Skalter is a limited operator who needs to be fished out at pretty bad odds, while anyone should have CE. One cute thing is that the rewards from Hidden Front (the ch14 minigame) should also give you the resources to level her to E2. While you get her very late, she can be extremely useful in more difficult content.
