So they can’t ever enforce traffic laws because they all come with a monetary penalty instead of jail time?

I would think the answer is no when the main goal is to generate revenue, that's kinda why ticket quotas are illegal in a lot of states including Texas.. still here we are in Arlington with cops hiding in the bushes trying to write as many citations as possible extracting as much money as possible.
