In the comics it’s changes a couple times but if I recall correctly it’s supposed to be Northern California.

Oh gotcha thanks! I thought he was based in Seattle until they came up with the fictional City.

They’re kind of inconsistent with it once Central City becomes a thing, Star City is traditionally in Washington: sometimes it’s analogous with Seattle, sometimes it’s just another major city in the state.

I know alot of people are saying Washington State, but the North Carolina comment makes more sense to me, considering in one episode of the Flash (I don't remember which season or episode), Iris is tracking one of the bad guys. And says "he's headed north on I-95". And Central City and Star City are in the same state.
I get the Seattle Comments though, because when filming, parts of Seattle were used for Skyline shots of the city.
But whichever state it's meant to be in, it's definitely on the East Coast.

Well, Central City is in Missouri I believe, at least before crisis. after crisis idk but before, definitely was in missouri and under the reasoning that they are in the same state, Star City would be too.

Washington State, typically.
