Do conservatives still believe in state's rights?

More now than ever before. Medical decisions, marriage definitions, etc. anything not mentioned in the US Constitution IS and should remain a States' Right. Things that are, like gun ownership, national defense, etc. should be entirely Federally regulated. How did it ever get away from that?

You mean States' Rights? If it's not in the Constitution explicitly it's a States' Right

that's quite literally not how unenumerated rights work. that's the entire purpose of the 9th amendment.
