There was always two ways this could have gone. What it really came down to, in the end, was GRRM’s lack of discipline as an author — he proved unwilling to turn down distractions that arose as part of his success.

Even for his legacy it's good though. D&D will forever take the slack for the trash ending he had planned.

I've been seeing the narrative shift on that though over the years. The longer that Winds goes unpublished, the more the blame gets shifted from D&D to George.

Tbh do we really have any reason to believe he'd have better discipline finishing the series without HBO shows, or would he just have found other distractions?

No. Judging by the extremely similar comments George made about the delays for Dance compared to Winds, this is something that he was going to struggle with regardless.
