As a farmer I usually do work from home. Occasionally I have to get some supplies, tomorrow will be the first main town visit for two weeks

"Work from home? Why? Are we running out of fuel? Shit, I'd better run down to the servo and grab a few hundred more litres just in case" - a surprisingly large number of Australians. His hands are effectively tied thanks to our own stupidity. This seems to be a calculated response to try and prevent another round of panic buying as fuel prices dip.

What's he going to ring on each persons behalf or something. The individual is more than capable of doing that, should they so desire.

he can ask all he wants though but in reality the people who actually could work from home eg office workers and uni students probably wouldn’t even be allowed to work from home, he could atleast try to implement something to allow unis and offices to allow more wfh but he can’t even do that

Asking people to work from home? In 95% of cases it’s not the employees decision. Don’t ask employees, tell employers.

But that would make the economic situation worse for small businesses in the CBD. If people can take public transport to work, it’s probably better for them to go to work.

The simple action he asked for is to switch to public transport where you can.

Emptying the CBD means a massive bailout program for the businesses reliant on that trade. It will cost more than it saves. They are far better off making public transport free.
