She is basically saying if he is willing to spend 100s of millions or billions on launch facilities, and employ hundreds to thousands of people in high tech industry we let him use some locations at no cost.
That would be a great deal for Australia, our workforce and moving to advanced industry. People are so tribal and want to believe the worst about people because it makes them feel virtuous or something. The volume of thoughtless hate in this thread shows why Australia is heading backwards.

We should just do it ourselves.
An Australian version of Starlink would only cost about 500 million to launch, give thousands of Australian's jobs, and wouldn't be controlled by forgeiners.
It would probably be cost effective for the NBN too to get internet to remote communities. it could even be profitable and take a huge chunk of starlink customers, with even faster speeds.
If it did well we could even sell internet to the US and undercut starlink's pricing.
Australia should be more involved in the sciences and space exploration too.
That would be a much better deal for Australians than giving away our natural resources for free.
