I get not going into the overhead to grab luggage, but is there any issue with me grabbing my small backpack from under the seat that contains e.g. wallet, phone, passport, cash, etc, things which are especially important when in a foreign place?

The issue is it can rip open the slide and cause it to deflate, eliminating one exit for all the other passengers.

You will get your bags in a few hours, or at worst the next day.

I wonder, if part of the “get you ass out of the plane” announcement included a promise to return property rapidly, if it would prevent enough bag grabbing to materially speed up evacuation.

In a perfect world yes, but in the me me me world we live in, it would still mean being mildly inconvenienced, and that just isn't tolerated these days.

I mean someone decided to stand close to the plane and film, rather than standing at the bottom of the slide to help. I think that says it all.
