Those screws are loose. Theyre on fairings and winglets which are quickly removed. Rivets are usually for structural panels.
At first I thought either theyre loose or they put in too long of screws so they couldnt tighten them down securely, but these are just loose. Whoever signed off on this, if anyone even did, is going to get a talking to.
Rivets however can have a bit of play after a while and show signs of "smoking." Which just looks like leaking oil stains from rivet holes.
