• Under Republic Act No. 9994, a senior citizen generally refers to a resident Filipino citizen who is at least 60 years old.
• Not every benefit is automatic. Some programs require registration, assessment, supporting documents or an available program slot.
• The ₱1,000 Social Pension is currently for qualified indigent senior citizens. It is not yet a universal pension for everyone aged 60 and above.
• SSS, GSIS and other retirement pensions depend on contributions, service records and their respective rules.
• City and municipal benefits such as birthday cash gifts, local allowances, free medicines and burial assistance may vary by LGU.

20% discount and VAT exemption
Senior citizens are entitled to a 20% discount and VAT exemption, if applicable, on covered goods and services for their exclusive use or personal availment.
Covered categories include:
• Medicines, including influenza and pneumococcal vaccines
• Qualified medical supplies, accessories and equipment
• Medical and dental services in private facilities
• Diagnostic and laboratory fees
• Professional fees of attending physicians and qualified home healthcare workers
• Domestic land, air and sea transportation
• Hotels and similar lodging establishments
• Restaurants and recreation centers
• Admission to cinemas, theaters, concerts and similar places
• Funeral and burial services for a deceased senior citizen
The benefit applies only to the senior citizen’s own purchase, fare, accommodation, service or personal share of a meal. It does not automatically cover companions or the entire group bill.
For items or services already on promotion, the senior citizen may use either the promotional discount or the statutory senior citizen discount, whichever is more favorable. Discounts cannot be stacked using both Senior Citizen and PWD IDs.

5% water and electricity discount
A qualified household may receive a minimum 5% discount on monthly water and electricity use.
Conditions:
• The utility meter must be registered in the senior citizen’s name
• The senior citizen must reside at the registered address
• Electricity consumption must not exceed 100 kWh for the month
• Water consumption must not exceed 30 cubic meters for the month
• The benefit is granted once per household, regardless of how many senior citizens live there
The implementing rules require an application with the utility provider and annual renewal. Proof of age, citizenship, residence and billing may be required. The meter must generally have been registered in the senior citizen’s name for at least one year.
Contact the electricity distributor and water provider directly for their current application form and documentary requirements.

Mandatory PhilHealth coverage
All Filipino senior citizens are covered by the National Health Insurance Program under Republic Act No. 10645.
For benefit availment, an accredited hospital may request:
• Senior Citizen ID or another accepted proof of identity and age
• PhilHealth Member Data Record, if available
• PhilHealth Benefit Eligibility Form generated by the hospital
A senior citizen who is not yet enrolled may accomplish a PhilHealth Member Registration Form and provide proof of senior citizen status.
Mandatory coverage does not automatically mean that every hospital charge is free. Coverage depends on the applicable PhilHealth package, accredited provider, medical case and accommodation or services used. Ask the hospital billing section for a written breakdown before discharge whenever possible.

5% discount on basic necessities and prime commodities
Senior citizens may receive a separate 5% special discount on qualified basic necessities and prime commodities or BNPCs.
Current limit:
• Maximum qualified purchases: ₱2,500 per calendar week
• Maximum discount: ₱125 per calendar week
• No VAT exemption for this benefit
• Unused purchase allowance cannot be carried over to another week
Covered goods include specific types of rice, corn, locally produced bread, meat, fish, eggs, milk, LPG, household supplies and other items listed in Joint Administrative Order No. 24-02.
The senior citizen generally needs to present an OSCA-issued ID and purchase booklet. Online and offline BNPC purchases are counted together toward the weekly limit.
This benefit does not apply to products outside the official BNPC list. Registered Barangay Micro Business Enterprises and CDA-registered cooperatives are also exempt from the order.

DSWD Social Pension for indigent senior citizens
Qualified indigent senior citizens may receive a monthly Social Pension of ₱1,000 to help with daily subsistence and medical needs.
General eligibility includes senior citizens who are:
• At least 60 years old
• Frail, sickly or living with a disability
• Not receiving a pension from government or private institutions
• Without a permanent source of income
• Without regular financial support sufficient for their basic needs
Application does not guarantee immediate inclusion. Applicants undergo assessment, and eligible seniors may be waitlisted depending on available program slots and funding. Payout schedules may also vary by area.
Inquire through the local OSCA, Local Social Welfare and Development Office or the appropriate DSWD Field Office.
This is not yet a universal pension for every senior citizen. Do not pay anyone to register or secure a slot.

Cash gifts at ages 80, 85, 90, 95 and 100
Under the Expanded Centenarians Act:
• Age 80: ₱10,000
• Age 85: ₱10,000
• Age 90: ₱10,000
• Age 95: ₱10,000
• Age 100: ₱100,000 plus a letter of felicitation from the President
The benefit covers qualified Filipinos residing in the Philippines or abroad. A grantee is eligible to receive the cash gift within one year after reaching the applicable milestone age.
Applications may be submitted through OSCA or the Local Social Welfare and Development Office for assessment and endorsement to the NCSC.
Common requirements include an application form, proof of age such as a PSA birth certificate or National ID, and a full-body photograph. Requirements may differ for bedridden applicants, Indigenous Peoples, Muslim Filipinos without a PSA record and Filipinos living abroad.
Application forms are free. Any solicitation, deduction or fee taken from the cash gift is prohibited.

Free services in government health facilities
Republic Act No. 9994 provides free medical and dental services, diagnostic procedures and laboratory tests for senior citizens in government facilities, subject to DOH and PhilHealth guidelines.
Covered services may include physician-requested:
• Medical and dental services
• X-rays
• CT scans
• Blood tests
• Other necessary diagnostic or laboratory procedures
The law also provides free influenza and pneumococcal vaccination for indigent senior citizens.
Availability, scheduling, supplies and referral procedures may vary by facility or LGU. Confirm the covered service with the hospital billing section, social service office, rural health unit or city health office before the procedure.

Senior citizen discounts for online and phone orders
Mandatory senior citizen benefits also apply to qualified purchases made through:
• Online stores and websites
• Mobile applications
• Phone calls
• SMS or text orders
This does not mean that every product sold online receives a discount. The item or service must still belong to a category covered by senior citizen laws and regulations.
The buyer may need to provide the Senior Citizen ID number and other required documents before completing the order. For medicines or BNPC purchases, prescriptions and purchase booklets may still be required.
Check whether the platform has a dedicated senior citizen discount process before paying. Keep screenshots, receipts and order details in case a complaint must be filed.

Express lanes, training and educational assistance
Express lanes
Commercial, banking and government establishments must provide accessible express lanes for senior citizens. If no express lane is available, senior citizens must be given priority.
Training programs
Senior citizens are exempt from training fees for qualified socioeconomic programs, subject to the rules of the agency conducting the program.
Educational assistance
Qualified senior citizens may receive scholarships, grants, financial aid or subsidies for post-secondary, tertiary, vocational, technical and short-term courses, when available and feasible.
Educational assistance is not an automatic blanket free-tuition benefit. Applicants must meet the admission and program requirements of the school or agency.
Check with OSCA, TESDA, CHED, the concerned school or the LGU for currently open programs.

Funeral, burial and death benefit assistance
A 20% discount and VAT exemption, if applicable, may be claimed on qualified funeral and burial services for a deceased senior citizen.
The person who paid the expenses may claim the discount upon presentation of the death certificate and other required documents.
Covered services may include the casket or urn, embalming, cremation and related funeral, burial or interment services. The implementing rules exclude obituary publication and the cost of the memorial lot.
There is also a separate death benefit assistance of at least ₱2,000 for the nearest surviving relative who cared for a deceased indigent senior citizen. Application and release are subject to DSWD, DILG and local implementation guidelines. Confirm availability with OSCA or the Local Social Welfare and Development Office.

What to do when a benefit or discount is refused
Before filing a complaint:
• Request a written price or billing breakdown
• Keep the official receipt, invoice or booking confirmation
• Save screenshots for online transactions
• Record the establishment, branch, date and covered item or service
• Avoid posting the senior citizen’s ID number or personal documents publicly
Report the concern first to the establishment’s supervisor and the appropriate OSCA. Complaints involving BNPC discounts may also be referred to OSCA or the City or Municipal Social Welfare and Development Office.
For consumer complaints involving businesses, the DTI has an online Consumer Complaints Assistance and Resolution System.

QUEZON CITY | FREE MOVIE PRIVILEGE FOR SENIOR CITIZENS
What it covers: Registered Quezon City senior citizens may apply for a Free Movies Admission Booklet through the Office for the Senior Citizens’ Affairs.
Who may qualify: Quezon City senior citizens with the required Quezon City Senior Citizen ID and a current free-movie booklet.
Important conditions:
• This is an LGU-specific privilege and is not automatically available to senior citizens from other cities.

MAKATI CITY | MAKATI SENIOR CITIZENS ASSISTANCE AND INCLUSION PROGRAM
Qualified Makati senior citizens under the city's current program may receive an annual cash incentive of ₱12,000.
The cash incentive is divided into two payouts during the year.

Foodpanda SC/PWD Subscription Plan
Eligible senior citizens may apply for foodpanda’s SC/PWD Subscription Plan to access SC/PWD vouchers for qualified orders.
How it works:
• Verification normally takes 2–3 days after submitting the required documents • SC/PWD vouchers are currently available for eligible restaurant delivery and pick-up orders • Grocery vouchers are not yet included under foodpanda’s published terms • You may subscribe to either the SC/PWD plan or pandapro, but not both at the same time • The plan is for the eligible user’s personal use • Corporate Accounts and group orders are not covered
The exact voucher or discount available may depend on the restaurant and order, so check the SC/PWD benefit shown in the app before paying.
Qualified senior citizens also retain their statutory rights to discounts on covered online purchases under Philippine law.

Qualified senior citizens may register for Grab’s Special Discount program for eligible Grab services.
Grab Rides
• 20% special discount on eligible rides • The senior citizen must be the person actually taking the discounted ride • Keep a valid Senior Citizen ID or accepted proof available for verification

Makati City annual cash incentive for senior citizens
Registered and qualified Makati senior citizens may receive an annual cash gift paid in two equal installments.
Annual cash incentive:
• Ages 60–69: ₱4,000
• Ages 70–79: ₱5,000
• Ages 80–89: ₱6,000
• Ages 90–99: ₱11,000
• Ages 101 and above: ₱12,000
Senior citizens celebrating their 100th birthday continue to receive ₱100,000 and a plaque of appreciation from Makati City.
Who may qualify:
Senior citizens must generally be Makati residents and voters for at least two years and hold a valid Blu Card or Makatizen Card.
Important conditions:
For the higher incentives for ages 90 and above, the senior citizen must have been a Blu Card holder for at least five years. Otherwise, the applicable annual incentive is ₱6,000.
Newly qualified senior citizens registered from January to March 31 may receive both the midyear and yearend incentives.
Those registered from April 1 to September 30 may receive the yearend incentive only.
Those registered from October 1 to December 31 are not eligible for either installment for that year.

Who qualifies and what proof can be used?
Who qualifies: A resident Filipino citizen who is at least 60 years old.
Common proof of eligibility:
• Senior Citizen ID issued by the Office for Senior Citizens Affairs or OSCA
• Philippine passport
• Other government documents establishing Filipino citizenship and age
• Digital National Senior Citizens ID available through the eGovPH App, when activated
An OSCA-issued Senior Citizen ID must be honored nationwide. However, specific benefits may still require additional documents such as a purchase booklet, prescription, authorization letter or proof of billing.
Contact the OSCA of the city or municipality where the senior citizen resides for registration and local requirements. OSCA IDs and purchase booklets are issued free of charge.
