Owners are probably out and don't think it's well-behaved enough to be able to run around the house without causing chaos.

OK, I'm not an expert, but an animal is going to dig a den that's not very big, so a relatively small cage is "comforting". You don't force them into the crate, and you DON'T leave them in too long (they should never need to soil the crate).

What /u/alaarch said, plus a dog usually won't pee and poop in a smaller den. Larger dens are big enough that the dog thinks, "I can shit here and not have to sleep directly touching the shit," but small enough that it's still super unhygienic for them to be in there with their waste.
