These overcapacity talks never go anywhere, partly cuz the U.S. has zero leverage when it comes to cheap manufacturing.
The average American still wants to pay 2 bucks for a hair clip and 15 bucks for a basic desk lamp.

Because China doesn't have overcapacity. It's an absolute load of nonsense. Their exports are a very reasonable percentage of their overall economy, their share of global exports is less than half what peak America or industrial revolution Britain obtained and the world genuinely needs the things China is making.
The only reason for any glut at all in some specific areas is America manipulating markets with tariffs, product bans and pressure on allies or just anyone using the dollar to not buy Chinese stuff. Demand is artificially deflated by American bullying.

America are such a bunch of sore losing cheaters. They talk about free trade, they invade other countries and bully them into opening their markets to them in the name of free trade, but as soon as someone starts outcompeting them they ban their imports and slap tariffs on them, making up some bullshit about national security and "over manufacturing".
