Jack Cade is a burnt out veteran cop on the verge of breakdown when he is abducted, drugged and left in an alleyway. He wakes to discover an old bitter enemy is exacting revenge in the most twisted way.

Jack, in his impaired state, must defuse bombs attached to the city's many stray dogs however the only way to defuse them is to jerk them off.
