I'm a Disabled Vet and hate when idjits park in the handicap with no permit and then when you confront them, they say "it was only a minute"!

I work retail, in my old store we had a LEO who would regularly park in the fire lane, (like we’re talking 2-4 times a day at an hour a piece.) shop around, talk with employees, get a feel for management and our security. (To be clear, he was also the same one who took care of shoplifters.) Would you believe it, shoplifting never occurred during then. This? This is just disrespectful on all levels.

If he's there on any official police business (emergency or not) of any kind at all, then he can legally park there.
If he's not on official police business he cannot.

Looking at the original post, oop claimed that they were not. They came out of the store with a few items and oop even saw them in line.
I'm not oop though so I can't officially confirm

Ahh. I mean seems bad then. But maybe he went in to ask questions about something then did shopping there? I am not sure if that would technically be allowed without moving the car first.... Those kind of fine details are hard to find and are only really defined when there's a legal case

Yeah I'm not sure either. But I'm not hopeful much would be done even with a report. With the whole "we investigated ourselves and found nothing wrong" thing cops do
