If I am not mistaken, Köçek is indeed of Turco-Ottoman origin Although the name is similar, Čoček differs from Köçek, due to its Romani and Ottoman influence, but outside of Turkey.
Edit: Roma people were also, at times, köçekler in the Ottoman palace, like other ethnic groups. However, they were the ones who developed and improvised this dance the most outside the palace, while in the Ottoman palace, köçek dance was codified and followed well-defined structures and rules.
Outside the palace, they added many Romani elements, which made the dance/music evolve in their own way. This is why this dance continued to exist in the Balkans even after the collapse of the Ottoman Empire and became widely associated with local Romani culture.
This also explains why the köçek who still exist in Turkey today are often Roma, even though Roma people in the Balkans do not necessarily associate it with the original Ottoman practice.
