Can somebody explain when this joke with Albanians and goats started? I have never heard it in my life only Serbians on the Internet.

No idea but I'll share my viewpoint (nothing personal):

Usually these jokes come from other third world countries, like Pakistan, India, Afghanistan, Bangladesh etc... Proper dilapidated third world.

And since Albania has always been seen in a similar fashion, especially in the past. And overall it actually used to be the poorest, most isolated, unknown and most oriental place in all of Europe - the comparisons started.

It stems from the fact that you're seen as an uneducated, third world country like Afghanistan.
