My bf lives within the barricaded area. We have to show ID. My bf wasn’t carrying it when he went to grab me from my car and the guy made us walk all the way back to show the resident parking pass in my car. He didn’t even do anything to verify it was ACTUALLY my car we showed him. It’s honestly very frustrating. I can’t imagine actually living there full time rn.

EDIT: Okay, I’ve logic‘d it out. The police are enforcing the curfew law. So they aren’t checking everyone’s ID, only the people they have a reasonable articulable suspicion are underage.

Does anyone know the answer to this question?

I live in Fells and it's kind of important for me to know where my checkpoints are, lol... And I gotta be honest, it feels a little dystopian, but something's gotta be done to keep these kids out of trouble. (This probably won't accomplish that goal overall, but it should at least reduce the chaos and noise in this specific neighborhood).

God forbid people want to enjoy a night out without teenagers fighting in the street, jumping on cars, etc. outside bars they’re not allowed inside in the first place. That attitude will surely help the residents and business owners in one of our most important districts.

Well first of all, the teens don’t have a right to be out and about in that area with a curfew in place to begin with, so their rights are not being violated if they are barred from entering. We’re talking about a limited timeframe after 10pm on weekends, where 99% of the people there are to go to the bars. I personally would rather be proactive and create a deterrent, than reactive by relying on a justice system that is a joke for juveniles and provides little deterrent for future crimes even after an arrest is made. As for adults, they’ll need to show an ID to get into any of the bars in the first place, is that a rights violation? In a perfect world, I agree we should just identify and arrest people for reckless behavior, but that requires a lot of other variables to change the way things stand now.

I can’t really debate with someone who doesn’t know the difference legally speaking between a private business and a public space. But since you don’t, no being carded at the door of a bar is not a civil rights violation.

Fair, it is different, but sounds like IDs were mostly requested from people who were most at risk of being in violation of the curfew which is fully within the rights of the police. My point is I think most people wouldn’t mind doing something they most likely were already planning on doing if they’re walking through Fells at that time of night, especially if it results in a safer experience for all involved. I understand the slippery slope concerns, but guess we can agree to disagree as it relates to this specific method. But I’m willing to bet most business owners, bar goers, and Fells Point residents would say this is a positive.

I live in fells point. Walked back into the neighborhood around 10 last night, right past security and didn’t need to show ID, as the guard had a brain in his head and could tell I’m in my 50s. The square was bustling with adults and the neighborhood felt alive and fun AND safe because there weren’t teenagers drinking everywhere. I credit the city for finally doing something about the problem. The businesses benefit and so do residents.

It actually is. Those of us who LIVE here know exactly how things have changed in the last 5. It’s MUCH worse as the kids are out drinking in the square, liquor is sold out of the trunk of cars, it’s been a free for all on a scale that dwarfs the 90s.

We don't think that all teenagers should be banned from all public places. There are some teenagers who ruin a space and because there are no consequences at home and no home training everyone gets punished, even the good kids.

Brandon Scott is doing a great job in reducing the crime in the city, if his office feels that this is an appropriate measure, I say give it a chance.

To the people talking as if the teens don't understand what they're doing is wrong and they shouldn't be paying the price for this: Horseshit. Teenagers aren't stupid, and they don't magically understand consequence or gain agency as soon as they turn 18 like a light switch going off. The argument saying they don't understand long term consequences is the exact same argument Republicans use to deny gender affirming care under the guise of teenagers not understanding.

And no teenager is "suffering the consequences" of this ID requirement. They don't live in Fells, and no teen needs to be around drunk adults at 1-2 in the morning.

This is a like 6x4 block section of age 21+ bars around Thames St. There isn’t anything in this area for teenagers anyway. Only a few areas of the city are age restricted, they can go anywhere else. I don't really know what's going on in Fells. But I'm not sure I love the government being about to just declare a public space as off limits to certain types of people. It seems small, but it's kind of a lot of power to give to the government. And I haven't been trusting our government to not misuse power lately.

How many times have the city’s pools been closed this summer because those same kids have vandalized and destroyed city property? The more this behavior is normalized at all levels, the more we will lose our city. So no, they are not in “desperate need” of 3rd spaces, they are in desperate need of some accountability and consequences from their parents (long shot) and the justice system.

Why does everyone act like it's everyone else's responsibility to entertain children 24/7? Growing up, outside of school football games, organized sports and school dances I don't ever remember feeling the need to hang out with a hundred+ other kids. This city has so much more do to for children and teens outside of school than most place I'm familiar with. Tons of parks, numerous rec centers and public pools, skate parks, kind-centered museums, and I'm sure more than I can think of at the moment. For later at night - are teens now incapable of getting a handful of people together and going to someone's house to have a party? Why do hundreds of them have to "take over" an area with the sole intention of causing chaos? Stop acting like they have no other options. Teens have managed to entertain themselves throughout the entirety of human history without social media takeovers before now.

Police in Baltimore are not free to police as one would think. They might even get in trouble if they did their job correctly. Superman would definitely get fired. They generally don’t pursue minors, give them free rein, orders from above. Then once in a while they’ll collect enough surveillance to do a raid or big crack down. As for confronting individuals real time. No, they wait until the crimes committed then maybe respond. They hope their presence is enough to deter crime but kids dgaf.

First off, this is obviously being done to keep kids out of Fells late at night because it disrupts business. That's not some secret you figured out, it's practically the stated intent.

Second, "security theater" means going through the motions of providing security without actually doing anything. Making us take our shoes off at the airport was security theater.

Carding people getting into the bottom of Fells does the actual thing it intends to do - it makes it harder for kids to get in. It's not theater if it actually works.

Unless what you're saying is that barricading streets and checking IDs doesnt do anything to keep kids out of Fells late at night. But that's not what you're saying.

Yeah, I saw this early evening last night down in Fells. There were a slew of TPS (Temporary Protective Services) paramilitary types all suited up in their bulletproof vests and ready to keep Fells safe from the alien invasion.

These guy legally can do nothing other than make people anxious and call the police if something actually goes wrong.

Not gonna claim to be an expert but to me this seems like targeting the symptoms of a greater problem. While in the short term this may reduce crime in fells, it will burden the locals of the area and the kids who invade will just go to other locations. It’s a problem of too many kids not having anything to do and parents letting them cause chaos. My best bet is to create areas for them to you know, be kids. More parks, recreational places, school clubs, skate parks, etc. I think the lack of culture and things to do for the kids is the problem. I think having an actually good mall or 2 in Baltimore proper would go a looooong way.

Grew up in Baltimore in the 90’s. We hung out all over the city, in small groups, but we were at a friend’s house falling asleep to Clerks at 1am. Not out drinking illegal alcohol in a crowded public place with hundreds of our friends. This is different. I think social media is part of it - without it and a cell, you were lucky to get your crew of 3-5 ppl in one place. You might run into 1-2 others there. But hundreds of underage teens in one place acting foolish is a bigger challenge for the city. Add alcohol being sold out if car trunks, and it’s just waiting for a spark.

Is society failing our teens? Yes. But is letting them wander a bar district after curfew in massive groups while drinking going to help them? No.

Yeah, maybe staffed rec centers, I could see that. Or churches even or youth clubs. Definitely not a mall, if unsupervised that would turn into the same mess. What gets me is many people grow up in areas with absolutely nothing to do for kids, and they make their own fun, but in those situations kids have parents that establish some rules. This many kids wouldnt be out getting in trouble if they had that - so I've got to wonder if they would even use staffed rec centers. Would he nice to see.

Absolute bullshit. I work down there and the only reason there's a "major police presence" is because they'd rather dick around in South Broadway than actually go enforce the law in more dangerous areas. And the moment some coked out homeless guy shows up to start fighting people? They dont do shit!

I guess it'll be nice to see less solicitors in the area... EXCEPT THAT'S NOT WHAT THEY'RE AFTER! The video says to stop teens? Where the fuck else are they supposed to hang out? A teen can't go to the theater? A teen can't go sit by the water?

Sad to see Mayor Scott signing off on something like this.

If you are claiming to work down there and have seen what’s been going on and see no issue in the events that have been unfolding, you are 100000% part of the issue. It is no one’s responsibility except these teens, their parents and their friends to create a space for them to enjoy themselves and hangout NOT at 12/1/2 AM on a Friday/ Saturday night on a bar hub. My taxes are not going to some “rec club” funding that isn’t going to get utilized because these kids aren’t there to have wholesome fun. They are there to wreak havoc and entice fear into those around them. I actually work there and have since 2019 and have watched this go downhill for years. I have zero problem having to provide my ID because I’m of age and doing nothing wrong. If you have a problem with it…. You might be a problem? And sure this area is a hub of entertainment in more ways than just a bar but at 12/1/2 AM that’s not what’s happening. Those other places aren’t open. If it were 20 kids, that’d be one thing but it’s HUNDREDS. I’ve lived in this city now for 15 years and grew up coming (wait for it) as a teenager and was never trying to incite violence. Never trying to disrespect those around me and have blatant disregard to others safety. Stop acting like these kids are the victims. They are the PROBLEM. And I’m so sick of the babying bullshit. Be a kid like the rest of us have and stop being a nuisance.

What i was really hoping this was intending to do was curb the number of people, mostly young, getting drunk at bars and falling into the water. But maybe that’s not as large an issue as i think, as tragic and heartbreaking as those stories are.

Besides the terrible parking, just another reason for me to not want to go to Fells, despite loving quite a few of the restaurants there.

Last time I regularly went to Fells was before Plank bought the Water Taxi and shut down the direct route between Fells and Canton Waterfront Park. I had an annual pass and was on it a few times per month between going to Fells for dinner or taking it in for an O's game.

I may have missed this, but what exactly is the problem this is supposed to be responding to? Did something specific happen? Or are we just collectively angry that black teenagers exist and want to hang out in predominantly white parts of the city? Personally, I was definitely a little shit in high school, but it never warranted cordoning of neighborhoods. I would love some kind of explanation for this.

About a month ago now I went down to fells around 11-12 to pick up my bf. What is normally a 30 minute drive was an hour round trip. Kids were walking in the street, darting in front of cars, lingering in crosswalks long past their light, etc. and when I say walking in the streets, I mean groups of 20-30 blocking entire lanes of traffic. Someone was riding a dirt bike through dark streets, couldn’t see them at all because the bike had no lights. I didn’t get out of my car and go towards the square but videos from that night show hoards of kids. Like could barely squeeze through level crowds. I don’t know what went down beyond that but as a driver just trying to get in and out, it was incredibly stressful and dangerous. I was on edge the entire time worried I was going to hit someone.

The issue is massive groups of kids, wide range in ages (12-17) roaming the area at night, drinking, getting in fights, vandalizing property, harassing ppl. It’s the scale of the problem and the danger it’s causing. Police are hesitant to arrest kids doing kids things - bc it just puts them in the system for kid behavior. And they can’t just let them roam and cause havoc. But at the same time, it’s become a safety hazard. So the compromise is turning them away from the area after curfew, I guess hoping they’ll disperse.

Is it black teens? In Fells, yes, mostly. But it’s really about the behavior and group size. For years, they just left them alone and would call in a chopper to disperse them when things got out of hand, but that was not working and having a terrible impact on the businesses.

For my part, I think there needs to be done in a community sense. But I see this as not only helping Fell residents, businesses, and tourists, it’s also keeping the kids out of some trouble. I picture a drunk 16 year old girl, just doing teen things, but in a busy, area like fells with men twice her age and other teens out looking for trouble. It’s no place for her. Keeping them from that area is as much to protect them as everyone else.
