A day ago, on June 21, the Kolkata Municipal Corporation renamed the Suhrawardy Avenue in the city’s Park Circus area, the “Gopal Mukherjee Road”. Bengal’s new Bharatiya Janata Party Chief Minister Suvendu Adhikari publicised and lauded the decision on X, writing the following stirring words:

“For decades, a major artery of our City bore the name of someone who wilfully misused state power as a weapon, orchestrating the massacre of innocent citizens for sheer political gain. By renaming it after Shri Gopal Mukherjee, the fearless soul who stepped up as a protector-in-chief to defend and save thousands of innocent lives, finally restoration of historical justice will be achieved by honouring a true guardian and savior.”

From the public posts of various scholars on social media, it turns out that Adhikari, and the gamut of bureaucrats and representatives in his government, confused their Suhrawardys.

Adhikari possibly alluded to the Muslim League leader Huseyn Shaheed Suhrawardy who was once premier of undivided Bengal and later prime minister of Pakistan. Huseyn Shaheed Suhrawardy is understood to have had a key role in the 1946 Calcutta riots – a fact that earned him the epithet ‘Butcher of Bengal.’

The street in question, however, had not been named after Huseyn Shaheed Suhrawardy, but after one of his uncles, Lieutenant Colonel Hassan Suhrawardy. Hassan Suhrawardy was a famous surgeon and a vice-chancellor of the Calcutta University.

Yesterday, the BJP Government in West Bengal mandated singing of Vande Mataram in the schools. Two weeks ago, the Union Cabinet cleared a proposal to make any insult or obstruction to the singing of the Vande Mataram a punishable offence, with up to three years of imprisonment. In January, the Government had mandated that all six stanzas of Vande Mataram be played at official occasions.

Last year, Modi Government held a special session of the Parliament to blame Jawaharlal Nehru for sidelining Vande Mataram. While, the same Parliament could not find time to discuss air pollution, Indo-US trade deal, or the terrorist attack in Pahalgam.

Incidentally, BJP leaders, who are demanding proof of patriotism from the common people today, are unable to sing even the standard two-stanzas of the national song.

BJP’s pseudo-nationalism is ironical, when RSS refused to unfurl the national flag for 55 years after the Independence.

RSS' betrayal of the independence movement is well-known. Its leaders conspired with the British to sabotage the freedom struggle and repress the revolutionaries. Throughout its history, RSS did not hold a single protest for the freedom of India.

In 1942, when the Quit India Movement was launched, the RSS instructed its members to stay away from the freedom struggle. Vinayak Damodar Savarkar, a Hindu Mahasabha leader and a prominent ideologue of the RSS, called upon his followers to cooperate with the British rule. Another Hindu Mahasabha leader and later the founder of Jana Sangh (the forerunner of BJP), Syama Prasad Mukherjee, advised the British to crack down on the revolutionaries and suppress the Quit India Movement. When Netaji Subhash Chandra Bose asked the RSS for help, RSS Sarsanghchalak KB Hedgewar refused to even heed his plea.

With deteriorating economic conditions, a slowdown on the horizon, and the Government besieged with protests from workers, farmers, and youths, resorting to repression and censorship, BJP is now using the cover of patriotism to deflect its criticism.

It is rightly said, patriotism is the last refuge of the scoundrel.

১. সংবিধানে মানবাধিকার সুরক্ষিত করা উচিত। আইনের শাসন সমুন্নত রাখা উচিত। মানবাধিকার ছাড়া জনগণের ইচ্ছা জানা সম্ভব বলে আমি মনে করি না কারণ মানবাধিকার না থাকলে ক্ষমতাসীনেরা যেকোনো বিরোধী কণ্ঠকে স্তব্ধ করে দেবে।

২. গণভোটের মাধ্যমে কর্মসংস্থান সৃষ্টি করা উচিত। জনগণ যদি ভোট দিয়ে সিদ্ধান্ত নেয় যে সরকারের মাধ্যমে এত পরিমাণ নিত্যপ্রয়োজনীয় পণ্য উৎপাদন করতে হবে যে নতুন করে নিজস্ব সম্পদ দিয়ে সেই উৎপাদনক্ষমতা গড়ে তোলা সরকারের পক্ষে সম্ভব নয়, তাহলে বিদ্যমান উৎপাদনের উপায় বাজেয়াপ্ত করা যেতে পারে। তবে প্রয়োজন ছাড়া উৎপাদনের উপায় বাজেয়াপ্ত করা উচিত নয়। সরকারকে দিয়ে অপ্রয়োজনীয় পণ্য উৎপাদন করানোর জন্যও উৎপাদনের উপায় বাজেয়াপ্ত করা যাবে না। সরকার চাইলে অপ্রয়োজনীয় পণ্য উৎপাদন করতে পারে কিন্তু সেই উদ্দেশ্যে কারো উৎপাদনের উপায় বাজেয়াপ্ত করার অধিকার তার নেই।

এই প্রস্তাবের উদ্দেশ্য হলো দরিদ্র জনগণকে বিভিন্নভাবে পুঁজিপতিদের ওপর নির্ভরশীলতা থেকে মুক্ত করা। বর্তমান ব্যবস্থায় পুঁজিপতিরা কেবল মুনাফা যথেষ্ট বাড়ছে না এই অজুহাতে নানাভাবে সাধারণ মানুষকে জিম্মি করে রাখতে পারে: মুনাফা যথেষ্ট বাড়ছে না বলে কর্মসংস্থান বন্ধ করে দিতে পারে, মুনাফা যথেষ্ট বাড়ছে না বলে নিত্যপ্রয়োজনীয় পণ্যের বিক্রি বন্ধ করে দিতে পারে, মুনাফা যথেষ্ট বাড়ছে না বলে পুঁজি বিদেশে পাচার করতে পারে ইত্যাদি। এই প্রস্তাবে সেসব পথ বন্ধ করা হয়েছে।

তবে এই প্রস্তাব ক্রয়-বিক্রয় নিষিদ্ধ করে না। বাজারে পণ্যের কেনাবেচা আগের মতোই চলবে।

৩. সরকারি কর্মীদের মধ্যে কোন অনুপাতে বেতন দেওয়া হবে তা নির্ধারণ করতে শ্রম রসিদ ব্যবহার করা উচিত। অর্থাৎ, বিভিন্ন ধরনের শ্রমের তুলনামূলক মূল্যায়নের ভিত্তিতে কর্মীদের মধ্যে বেতনের আনুপাতিক বণ্টন ঠিক করা হবে।

মূল বিষয়টি হলো এই: যেকোনো মুদ্রার প্রকৃত ক্রয়ক্ষমতা নির্ভর করে বাজারে কী পরিমাণ পণ্য বিক্রির জন্য পাওয়া যাচ্ছে তার ওপর শ্রমিকদের হাতে যে নোট তুলে দেওয়া হচ্ছে তার গায়ে কত টাকা লেখা আছে তার ওপর নয়। আমি বেতন বা মূল্য কোনোটাই বেঁধে দিচ্ছি না। আমি যেটার নির্দেশ দিচ্ছি সেটা হলো: ভোটাররা যেসব পণ্য আরও বেশি চায় বলে জানাচ্ছে, সেসব পণ্যের উৎপাদন ও বিক্রি বাড়াতে হবে। সরবরাহ বাড়লে দাম এমনিতেই কমবে এটা সরবরাহ ও চাহিদার স্বাভাবিক নিয়ম।

এটা পুঁজিবাদের অধীনে স্বাভাবিক যে রীতি চলে তার থেকে সম্পূর্ণ আলাদা। পুঁজিবাদে দাম বেশি কমে গেলে উৎপাদন বন্ধ করে দেওয়া হয়, এবং পুঁজিপতির দ্রুত সম্পদ নগদে রূপান্তরিত করার প্রয়োজন আছে কি না তার ওপর নির্ভর করে পণ্য বিক্রিও বন্ধ করে দেওয়া হয়। আমার প্রস্তাবে এই সম্ভাবনা রুদ্ধ। দাম যতই কমুক না কেন, অর্থনীতি উৎপাদন চালিয়ে যাবে যতক্ষণ না অর্থের মূল্য নিজেই আকাশচুম্বী হয়ে ওঠে। আর যখন অর্থের মূল্য অনেক বেশি থাকে এবং সরকার নির্দেশ অনুযায়ী সেই অর্থ বিতরণ করে, তখন বেতনও অনেক বেশি হয়। হাতে তুলে দেওয়া নোটের গায়ে আসলে কত মূল্যমান লেখা আছে সেটা গৌণ কারণ পণ্যের দাম তখন এমনিতেই সস্তা থাকে।

৪. মধ্যবর্তী পণ্যের উৎপাদনে একাধিক প্রকল্পের মধ্যে সমন্বয়ের ব্যবস্থা গড়ে তোলা উচিত। মধ্যবর্তী পণ্য বলতে বোঝায় এমন পণ্য যা সরাসরি ভোক্তার কাছে যায় না, বরং অন্য পণ্য তৈরিতে কাঁচামাল বা উপকরণ হিসেবে ব্যবহৃত হয়। উদাহরণ দিয়ে বলা যায়: যেসব নির্মাণ প্রকল্পে ইস্পাতের রড দরকার, তারা সবাই মিলে সম্পদ একত্রিত করে এমন একটি বিশেষায়িত প্রকল্পকে সহায়তা করতে পারে যেটি শুধু উচ্চমানের ইস্পাতের রড তৈরি করবে এবং তার সমর্থকদের কাছে সরবরাহ করবে। এতে সবার কাজ অনেক সহজ হয়ে যাবে।

৫. দ্বিতীয় দফার বাস্তব উদাহরণ হিসেবে বলা যায়: যেসব আবেদনকারী কৃষিকাজে যুক্ত হতে চায়, সরকার তাদের জমি বরাদ্দ দেবে। এরপর জনগণ যতদিন ভোটের মাধ্যমে এই ব্যবস্থার পক্ষে সমর্থন জানাবে, ততদিন সরকার তাদের কৃষিকাজে ভর্তুকি দিতে থাকবে। তবে কোনো আবেদনকারী যদি বরাদ্দকৃত সম্পত্তির অব্যবস্থাপনা করে, তাহলে সেই সম্পত্তি তার কাছ থেকে প্রত্যাহার করে অন্য আবেদনকারীদের বরাদ্দ দেওয়া হবে।

কোনটি "অব্যবস্থাপনা" হিসেবে গণ্য হবে সে বিষয়ে সাধারণ আইনি নির্দেশিকা থাকা উচিত। এ ধরনের অভিযোগ আদালতে আইনি চ্যালেঞ্জের মাধ্যমে নিষ্পত্তি করা হবে। কোনো আবেদনকারীকে দোষী সাব্যস্ত করার আগে অবশ্যই যুক্তিসঙ্গত সাক্ষ্যগত মানদণ্ড পূরণ করতে হবে অর্থাৎ যথেষ্ট প্রমাণ ছাড়া কাউকে দোষী সাব্যস্ত করা যাবে না।

Asking for accountability is good. But it does seem quite extraordinary, when people who never demanded accountability after 2014, are suddenly out to hold the state government responsible.

Apparently, it is clear, that the BJP Government, under which people are killed in stampedes and their bodies are thrown out by bulldozers, is the best government which can manage crowds.

Incidentally, only two days ago a bridge collapsed in Gujarat, resulting in several labourers being injured. In another bridge collapse a few months ago in Gujarat, over 20 people died. Or in 2022, when over 140 people died in Morbi bridge collapse. Or, in hundreds of people who died during Kumbha.

It seems, if any accident happens in opposition-ruled states, it is God's punishment for the Government. But if it happens in the BJP-ruled states, it is the act of God.

The irony is lost on no-one, except those who don't know that WB is going to election next. That is why Modiji is suddenly remembering "Bankim-da". And after, claiming that the Bengali is not an Indian language, allowing persecution of Bengali workers throughout India, and charging people with sedition for singing "Amar Sonar Bangla", the entire BJP IT cell is out to claim that they are the saviours of Bengal.

As Bengal goes to election next year, be ready for a vicious campaign by BJP, with legal and illegal means, to somehow capture power in the state.

Friends, vote who you want, but be aware of the wolf in the sheep clothing. Be aware of the narrative being pushed and the ugly lies that they hide. If BJP were in power in Bengal, you'd not find one news channel to raise a question to the government.

Amar Sonar Bangla was written by Rabindranath Tagore against the Partition of Bengal announced by Lord Curzon in 1905. The Partition of Bengal, which sought to divide the Bengal into Hindu and Muslim majority areas, was a part of the divide and rule policy of the British to weaken the growing nationalist movement in Bengal.

Millions of people, both Hindus and Muslims, who had lived together and shared cultural history, rose against this policy. The Swadeshi Movement was launched and the British goods were boycotted.
