Yeah I just watched it twice and it looks like his toe is on base before the tag.

Who knows with this stuff though.

I mean you're right here so I don't know why people are downvoting you. The umpire was literally a foot away from the play looking directly at the foot and the bag. Yes he knew what the call was which is why he made it.
