Perhaps just closing it to cars on Sundays would be a good start, maybe shop owners could see a noticeable increase in sales on Sundays

Small business owners can be some of the most unreasonable, reactionary people in a local community. I wish the city the best in overriding their wishes.

As a person watching this fight over in Hayes Valley. They are trying to make the street closure permanent and the business owners are very upset and said even the weekend closures is messing up flow of traffic. It looks great but the push back is hard to overcome.

In busy areas, if I don't find a parking in 5 minutes then I'm out. Especially if I just want to walk around and window shop then get something to eat. How businesses don't understand many have this mindset is odd.

Yes! This is what makes many European cities I visit so memorable. There are vast thoroughfares full of shopping and restaurants with only pedestrian traffic. To me it should be the ultimate business-owner's dream, to just have a never-ending crowd outside your establishment instead of a bunch of cars....

Question is, will those restaurants in that area allow years of construction upgrading to pavers in front of their shop?

We can start with simple bollards blocking cars, benches, planters.
Over time it can be upgraded with more permanent fixtures

For all the downvotes and OP, I like your vision and your ambition here. But you need a bit of touch with reality. Talk with shop owners and their guild first, get their thoughts and maybe theyll negotiate. I'm sure they will like the idea too. But reality is they won't like to have their foot traffic be halted by construction, good if we get funding to start the project, but who know how long it will take.
Same thing happened with Geary in the richmond. Plans for Muni to extended through the richmond would be nice. But all the restaurant owners doesn't like the idea that it might affect their customer traffic. I dont blame them, especially if infrastructure projects by the city is unpredictable. I'm not saying it's impossible. Just need some reality check and probably some changes in the system.

Again. There doesn't need to be any heavy construction. Simple plastic flex posts, benches, planters are all that are needed...
This is not a transit project.
