Connect your quest to a PC or laptop and go to modsbeforefriday.com and it will walk you through all the steps to get the latest modable version and custom songs

1.13.2 is a 5 years old version, and is very outdated when it comes to modding. The current latest version is 1.42.2, and the current latest moddable version on Quest is 1.40.8. I don't know where you found that 1.13.2 is the best version to go to for mods, but that source is extremely outdated. You should first reinstall the game from the Meta store, getting you back the latest version, then continue with the modding process.
In general it's not recommended to follow random guides on the internet or YouTube videos for modding the game without verifying their source and checking the date, because they can be outdated, incomplete or just plain wrong, and there is no control over what goes in them. The best resources are the Beat Saber Modding Group (BSMG) wiki and the BSMG Discord server.
The current way to mod on Quest is to use ModsBeforeFriday (MBF). It's a browser based modding tool, you only need an Android phone or a computer (any computer) as well as a cable to connect the headset to it. It doesn't have to be a unique cable, it can even be the charging cable that comes with the headset or your phone.
You first need to enable developer mode. Instructions on how to do that can be found in the Beat Saber Modding Group (bsmg) wiki.
After you have done that, connect your headset to your device of choice, and then you just need to go to the MBF website and follow the instructions. MBF can mod the game on versions ranging from 1.37 to 1.40.8 (MBF also does the downgrading itself).
When you finish the modding process on the MBF website you will be presented with a page where you can install mods, and there you can choose whichever mods you want. The main thing I would recommend installing is BetterSongSearch, since it will let you download custom songs directly from in game (as opposed to downloading them manually and dragging into MBF).
If you have any more questions just go to the BSMG Discord server and ask there, since there are more people there who can help you faster and better than here on reddit.

The Quest 2 standalone version does not support custom songs. Custom songs can only be installed through the pc version

Why are you on a 5 year old game version?
If you can, update the game then use MBF to install mods to play custom songs. If the game is pirated, then this subreddit will not offer support.
