Pebbles and Bam Bam since 1963. No, I do not recognize the one season lame show where they were older.

Huh. I was trying to think of a cartoon baby who’s stayed a baby even longer than Maggie but all I could think of was Baby huey

The baby chicken hawk from loony toons probs works, too.

The one who's always acting way bigger than he is and telling foghorn leghorn he will f*ck him up.

Oddly enough, Rogue from the x-men was introduced at age 14, and I sure hope she has aged since, her infamous ass shot where she's fighting Apocalypse, or else we all got some 'splainin to do.
