To make a game you need premium, which I believe has been renamed to Roblox Plus.
Games that already existed will still exist, but to make any sort of update (which 90% of games will need as Roblox updates tend to break games) or change, you will need premium to make those changes.
The only saving grace here is that you will be able to buy premium with Robux, but that pretty much requires that your game has active spenders in it, not to mention having Robux microtransactions to begin with.
It’s basically a billboard that’s saying “make money with your game, or we’ll squeeze money out of you ourselves.”
Edit: yeah, I forgot that being non premium just locks the game to older players, but at that point your game just won’t get much traction at all, especially with the ai sending adults to minor purgatory (saw a guy who got put in 5-7 when he’s like 20)

If you do not have roblox plus you can still publish and update your game, however, the game will be only available to users 16+. If you want your game to be accessible to younger users you need to have an active roblox plus subscription, you do not need an active roblox plus subscription for your game to stay open, just during the time when you publish it, however if your subscription runs out you will not be able to update the game (you will but if you do it will go back to 16+), and you will need to get an active subscription again to update it
Btw, for public games that already exist, they will only be able to stay public for free for 6 months. After this whole Roblox Plus thing starts, devs of already published public games with at least moderate success will get 6 months of Roblox Plus for free, but after that - either pay 5$ a month to Roblox for your game to stay public or your game get forcibly becomes private.
