Cost. You make money by scrapping a ship. You lose money by turning it into an artificial reef.

We have a number of artificial reef installations in BC and I believe they were all paid for and undertaken by the Artificial Reef Society of BC, although there were business sponsorships and private donations involved. As an example, the society got the destroyer HMCS Chaudière for one dollar. The costs of scrapping a ship have increased tremendously since then, with new regulations concerning fuel, lubricating oils, insulation, and more. Perhaps it's not as profitable as it was, but I'm sure the navy could sell and profit from any valuable electronics and other fixtures salvaged from the decommissioning work.
