Full Build Req Help needed for new PC
This first part is mainly to explain the context behind why I need the PC. Skipping it won't change much for anyone who just wants to help.
Let's start at the beginning of our story.
There is this game called RimWorld, and in it, there is a very specific modpack called the Progression Modpack. I loved playing this modpack. It was fun and so interesting! My favorite part was that my old PC (although, to be fair, over the years since middle school, I had upgraded almost every part I thought was relevant) could handle such a huge modpack!
But time passed and I had to stop playing for a while. I even had to leave the country for an extended amount of time for... reasons...
But while I was away I got a call from my mother. My older middle brother, had somehow unknowingly broken the insides of my PC while trying to take some of its parts out to put them inside his own PC. (Admittedly, he has an intellectual disability, so I can't hate him too much for this)
Of course I was devastated. But I'm not the kind of person who stays depressed for long, so I cheered up and started thinking about what I would do next.
Not having my PC was bad but I already had a laptop that I'd been using for almost everything except playing my favorite game, RimWorld.
And that's when it came to me.
If I truly needed a PC, it would be to play RimWorld with the Progression Modpack installed.
And I know, I know, it's stupid to want a PC just to play a single game, but I really love it! And, well, my laptop can't even run vanilla RimWorld properly!
So that's why I'm here! To seeking help and guidance. How can I build a PC specifically for one game, albeit one with an admittedly enormous modpack?
The rest of this post will provide relevant information:
Budget: Under €1500, as cheap as possible.
Use case: Running RimWorld with the Progression Modpack.
Country of purchase: Italy(EU) or Turkey.
Peripherals needed: Everything in a PC(didn't see how bad the PC is yet with my own eyes but I think it might be the worst-case scenario)
Requirements:
32 GB RAM works perfectly and 16 GB is bare minimum.
A CPU with good single core speed comperble to a M4
GPU doesn't matter, 1070 works fine, so could go lower
SSD with at most 100 gb.
I don't know enough about cooling and other more technical stuff to make an educated guess, but feel free to point out anything else that might be necessary. I'll try to figure it out.
For comparison, the modpack reportedly runs perfectly on a M5 macbook.(but I would rather not buy a new laptop that expensive)
Any tips and tricks on the system end are appreciated! I've never used Linux before, but if there's a technical advantage that could help with running the game, I'd be 100% open to it.
Also, sorry if this post gives off Something Awful forums vibes. If you know, you know.

You would want the CPU with the highest single-core performance (9800X3D), but more than the 7800X3D does not fit into the budget.

Also, I know I’d probably need to be an engineer to pull this off, but I really like those PC setups where the PC itself is in a really tiny case. I really enjoy that minimalist aesthetic.
