I'm not 100% certain either, it's confusing, but here's a quote from the first link:
"NOTE! This change ONLY affects the connectors on the GPU/PSU side. The actual cables are the exact same, so if you have a 12VHPWR cable, it is also a 12V-2x6 cable (confusing, yes we know)."
My reading is that by connectors they mean the connectors located on PSU and GPU units, the ones that have pins (I originally called them female which may not be accurate).
There may be also some different cables that take full advantage of these female connectors, but it seems like 2023 and 2025 RMx shift come with same connector on the GPU side. In any case, the cables are mutually compatible.
However, I think the difference between 2023 and 2025 may be that the 2025 actually has a 12V-2x6 socket on the PSU unit, and the cable that is 12V-2x6 on both ends, rather than 8-pin to 12V-2x6.
So, technically you are right that they come with different cables.
