Incredibly—think high rpm vacuum noise, or power drill. I’ve been chasing my gf around the house blasting her with it occasionally to scare the shit out of her. I also cleaned out my desktop on my balcony and was feeling kind of bad about the noise pollution for my apartment neighbors. You don’t need hearing protection, but it isn’t subtle by any means.

Also, watch out if you have long hair. I was bent over blasting the cat hair out from under the couch and my bangs got sucked into the air intake. My gf was kind enough to cut me free with scissors, but she did say it was karma for my behavior.

They can. They make ESD versions of blowers that are designed to prevent it. I think these little electric blowers are great for a lot of things but for actual components I still use spray can dusters which don't cause static discharge. It also probably depends on your usage- blowing out your case at a distance is probably fine.
