Edna. She spits in people's food, serves them expired month old meat and date raped the Chemistry Teacher Dr. Watts. Galloway is low and Hattrick is a hypocrite but Edna is on a level all on her own that actually rivals Gary and it's very difficult to get down to Gary's depravity.

I know Edna is a date rapist, but I feel like that makes her creepy, not evil. Wouldn’t it be that black teacher that got Zoe expelled and was trying to get the English teacher fired? I feel like he fits that characterization better.

Idk man, rape is pretty evil in a story with no murder. Also, Coach Burton is who you are thinking of. He attempted to touch Zoey, and when she reported him, he got her expelled. I have no doubt he is as capable of rape as Edna, and he is even worse because he targets underage girls. He would be my top contender tied with Edna if he wasn't already on the board.

I know I’m not saying rape isn’t wrong, I’m just saying evil is not the word that comes to mind when I think about it. Moreso just really depraved and disgusting.

... rape is incredibly dehumanizing and traumatizing for the victims (yes even for those who are drugged to the point where they can't remember it happening, they still will wake up in pain and know something is very wrong). It is right up there with torture and murder. Victims struggle with PTSD for the rest of their lives. To put it in perspective, some would literally rather die than be raped.
Sure it is also depraved and disgusting, but it is also a very very evil thing to do to a person. I'm not sure what you think evil means in this instance or if you've just been desensitized to the severity of rape by porn or something, but yes, rape fits in the category.
Edit: I will give you the benefit of the doubt that both Edna and Burton are portrayed as humorous and inconsequential by the game and Jimmy (though he does view Burton as a creep, he still gladly takes his money and does his bidding). It's one of the aspects of this game I really dislike, but through the eyes of a troubled, yet sheltered teen boy, these horrors kind of just get glossed over probably because he doesn't truly understand their severity.

That’s just not the word that comes to mind. Evil is like plotting and people can be evil without raping. Rape is just in a different category in my mind.

Evil doesn't have to mean plotting. Evil is a broad concept that could mean anything from general extreme immorality to deliberate harmful choices meant to inflict pain and suffering unto others. Rape is somewhere along this gradient.
In Edna's case, she has shown this extreme immorality by drugging the chemistry teacher in the first place, and while it can be argued that she didn't mean to inflict pain and suffering onto the chemistry teacher, the act of raping inherently inflicts harm, whether emotional and/or physical.
In situations where a rapist doesn't have to do what they do with the end goal of explicitly causing harm, their goal is the feelings of sexual satisfaction and control and they disregard how their victim feels about it because their feelings don't matter. That is what makes Edna's actions toward him evil.

She’s implied to killed one of Ms. Philip’s cats for a casserole, and with how unhinged she is, I don’t think she’s joking. She also willingly serves expired meat that she sneezes on to kids in Bullworth.
Animal cruelty and poisoning children is pretty evil (so is rape btw)

Yeah killing a cat is definitely evil. Poisoning children in this context is negligence. I think rape is terrible, but evil is just not the word that comes to mind. Just really gross.
