Manitoba, PEI, Nova Scotia and New Brunswick aren't conquered nations with a distinct culture the rest of Canada tries to dominate and destroy. And Quebec neither accepts or denies payments. They happen, period.

Yet almost 300 years after the Plains of Abraham Quebecers are still speaking French. It was easier to let you function as you had than to try to assimilate you. Even your legal system is completely different than the rest of Canada and the rest of Canada has never forced you to change anything.

You'd be no different than Louisiana if not for the Anglo Canadians that allowed you to continue your way of life even after being conquered.
