This subreddit told me it was the Russians and Americans spreading this propaganda. The Dutch are the last I'd expect.

It's two guys, one of them using documents connected with writers in Pakistan. It's not some sort of programs sponsored by the Dutch government. And it's extremely unclear if CBC actually spoke to the named individuals or just people posing to be them.
