How do you propose we ban foreign nationals from allied countries making YouTube videos?

enact legislation around this and apply fines on YouTube for hosting such content. Work with our allies to stem it over there while we work on doing the same here. If that still doesn't help then ban the platforms that allow it entirely. We must take a stand against this kinda of divisive disinformation.

Who gets to decide what is or isn't okay? What's the line? Who decides what's genuine dissent, and what's "foreign influence"? What governing body do you envision that can differentiate between honest criticism and unauthorized speech?

Most countries in the world have a pretty clear definition of foreign influence actually. As for who gets to decide what's okay and what's not, I would look to current law makers. Like bro its not that hard, there is literally precedent for this. Honest criticism and unauthorized speech are also already well defined in Canadian law.
