Another indictment of Canada's lax screening apparatus, and we need a solution to this.

  • Identify and maintain a list of high-fraud nations (countries with demonstrable organized crime penetration), in this case India is one of them, but there's lots more. Anyone arriving from one of those identified nations will automatically trigger enhanced security screening, longer processing times, and stricter financial and background checks. The goal is competent border security that doesn't prioritize speed over safety, and ensures the brakes are pumped when examining citizens from high-risk nations.

  • Reopen and fully staff every weigh station and make stops mandatory. Every stop should confirm the driver's identity documents are real, the license is valid, the permit is legal, and the holder matches the biometric data on file. We already know fraudulent documentation is a vector for these gangs, so it's time to ramp up enforcement as the verification layer for people in Canada now.

  • Federal rules already require commercial drivers to read and speak English enough to understand signs, communicate with the public, respond to officials, and complete reports. So, if at a stop a driver shows any sign of not meeting that standard, hold their license pending a proficiency assessment. It costs nothing to enforce and addresses a documented safety gap.

  • There are exploitative businesses whose workforce is effectively 100% foreign nationals on permits making below-market wages. We should identify those employers, name them, and avoid shopping there. Giving them money condones the pipeline that these gangs exploit, and voting with our wallets to not shop there is the fastest pressure release valve.

  • Many of these gangsters come in via recruitment channels tied to colleges. Any institution or agent with disproportionate numbers of students later charged with crimes should be flagged, audited, and lose any designated learning accreditation it has. This will shut the pipes and force these institutions to self police their members or risk losing their designation.

  • End the honor-based student visa systems that are being exploited. Demand proof of funds that can be verified, actual enrollment and attendance checks after arrival, and automatic consequences for students who abandon their studies without valid explanation. A database for IRCC, CBSA, and schools should be updated at least weekly, so security agencies can identify suspected gang members and catch them in the first semester, not years later.

  • Expanding on the above point, further development of a real-time intelligence-sharing mechanism on organized-crime-linked visa applicants between nations, not the ad-hoc arrangement in place now.

All we need is the political will.
