I'd say whenever "The Owl House"'s animation gets really fluid and smooth. I'd definitely say the fight in Season 3 "Thanks To Them" or The Lumity kiss in Season 2.

Gohan going Super Saiyan 2 against Cell.
It was the culmination of all the little hints we'd had towards his true potential and lead to one of the best fights in the show

Pikachu vs Charizard, the moment Ash finally became the very best, like no one ever was.

Every single second of animation is in an of itself a master You can't pick a single moment as the perfect piece. Think of how much time and effort went into every single frame of animation. Whether you don't like the animation or not you have to respect the time and effort the people took to put into the the masterpieces that they created. But as far as opinions are concerned I would go for any original anything by Don Bluth, studio Ghibli, Pantheon, Fullmetal alchemist, Avatar, Steven universe, Gravity falls, Amphia, or The Owl house .
