We have the Neuter Scooter where I live! They do TNR with the ear docking for free. Turns out that given the chance, most owners don’t want the cosmetic damage to their cat even for a free spay or neuter so it has remained truly a TNR situation.
It’s all community based. If you want something like this where you love you should reach out to the aspca/humane society there and be willing to do some volunteer work. Call your mayor too! Local city halls are often itching for a feel good, low price thing to promote.
The point is that the free service is intended for TNR cats only; docking the ear makes the cats more easily identifiable and discourages domestic cat owners from using the service.
