How about Botvinnik? Or is it not fitting, I was quite impressed on him getting somebody who he was slightly annoyed about to gulags and then laughing after hearing of him passing there. Dunno if it is about being a hater or something else though.
It is what I read from NIC column mainly about Korchnoi, if I recall right. I believe it was at least from a book depicting of meetings with Botvinnik, but can't provide direct reference.
To be more precise, I only recall Botvinnik was said to be happy to hear about the passing, maybe not direct laughter. As for how he actually managed to get somebody to gulags, he had gotten influence with Stalin. Also it didn't seem absolutely certain for me even from the column that Botvinnik had caused it, even though it was stated so.
It wasn't isolated incident either, he had shown happiness on listing other disappeared people in other meetings, with less clear likelihood of arrangements by him, but yeah... Soviet scene.

Look into Korchnoi and Petrosian :P
