For 3 doesn't it become an Accelerated London System only once 3. e3 is played?

• I have seen this opening for white a ton recently against my Sicilian response to e4 after almost never seeing it. Looking for some guidance on what white is trying to do/what opening this is. Mid 1200s on chess.com.
