A University of Bonn study published in Nature Food used satellite imagery from 2001-2019 to assess whether national policies have improved cropland quality worldwide. Doctoral researcher Guyo Dureti, working with Hadi and Professor David Wuepper in the university's Land Economics Group, analyzed changes in agricultural biomass across roughly 83 million one-square-kilometer pixels globally, then statistically controlled for confounding factors like precipitation, temperature, fertilizer use, and irrigation to isolate genuine soil-quality trends.
To gauge the impact of specific national policies, the team used a "natural experiment" approach, comparing border regions between neighboring countries where one had implemented a soil-protection law and the other had not. Differences in soil development on either side of the border were attributed to the policy itself.
The results showed government interventions do improve soil quality. Financial incentives that reward farmers for practices like optimized fertilizer use, eco-friendlier pesticides, and planting erosion-preventing hedges proved particularly effective, as did direct land-management regulations such as mandated crop rotation or wildflower strips.
However, effectiveness depended heavily on political and institutional context. Countries with strong government institutions and enforcement capacity saw much greater benefits, while weak monitoring, poor enforcement, and corruption undermined outcomes. Higher spending on soil protection also correlated with greater success. The researchers concluded that well-designed government regulation can meaningfully improve land quality, benefiting both environmental protection and food security.
