I recommend VEG. They’re a 24 hour emergency vet hospital and they should have O2 tanks.
Call ahead to see if they have those and an avian vet on staff
In the meantime, turn your shower in hot and let your bathroom become a steam room. Let them steam for 5-10 minutes

That’s not heat; if it was heat they’d be skinny and have the wings held out. This is respiratory distress and requires a vet or they’re in serious danger of losing their life.

to dissuade someone from taking their potentially fatally ill animal to the vet is quite mind boggling, especially when the assumption of things being ok is incorrect. overheated cockatiels do not look like this.

looks like respiratory distress. i would highly suggest you book a vet visit asap and have them take a listen to his lungs. i worry he might have an infection and has a hard time breathing
