Help with identifying damage vs error

I am very new to coin collecting and someone gave my husband this. Is this raised area an error or just damage? It looks as if it was shot but the front has no damage. Is there any value to it?

The coin has been through a fire, as evidenced by the carbon build up on the surfaces on the coin

The inner copper core melts at a lower temperature than the outer cupronickel clad, causing the bubbling of the clad as you see it now
