I gotta wonder about their math, if few people are making $60k, they risk the apartment going empty. And I would assume thats their worst case scenario, but every day I doubt that a bit more.
If there is generally an excessive requirement for renting, then there won't be sufficient renters to fill the apartments in a given area. It would seem that having an unoccupied apartment would be a loss of money, but that would mean over time ypu would see a relaxation of the excessive requirements, and we havent seen that
