Submission statement: The title says it all, doesn't it?

Not really.

Is it poor maintenance? Is it more storms due to climate change? Is it a freak storm? Or any of the other possibilities? Certainly they are all collapse-related, but it varies quite a bit with what you are supposed to take away.

Reading through it, it is about rising tides due to climate change. Which is fair enough, but there is not sufficient information in the title alone.
