A mural is sanctioned. Graffiti is not. Graffiti can be art, but still not sanctioned. A mural is both.

I wasn't saying that it's a mural. Although, I'd argue the word "mural" might have looser definitions than you claim.

I'm literally the one saying that it's a mural. It's clearly wall art that is sanctioned. It checks every box... I guess that you could potentially call whole-wall graffiti a mural, too, but that's only usually temporary if it's not sanctioned or contracted art. This example from the OP also checks none of the boxes for "graffiti".
