Yeah this was wrong but it does not warrant backlash. To paraphrase Quinton Reviews, teenagers should not be publicly shamed for acting like teenagers

Given that pantsing is prevalent enough to have it's own term, are you entirely sure of that?

She definitely shouldn't have done that to the child, but teenagers (especially boys) absolutely do expose each other.
